About the Project

What is the purpose of the Historic Marine Way Improvements Project?

The project will install a new seawall along Marine Way. The drainage system will be upgraded and routed to a new stormwater pump station with a backup emergency generator. There will be a new water-main and sewer system along Marine Way. Pedestrian-friendly lighting, shared-use path, landscape/hardscape improvement, and wayfinding signage will be included in this project.

Construction Schedule

When will construction begin for this project?

Construction is anticipated to begin in Winter 2026/2027.

How and when will residents be notified of construction?

Property owners and tenants will receive multiple notices one month before construction begins.

What time of day will construction take place?

Construction is anticipated to occur Monday through Friday from 7:00 a.m. to 4:00 p.m., in accordance with City ordinances.

Who is the contractor for the project?

The Construction Agreement is going to the City Commission for approval in November.

Funding

How much is the project going to cost?

The construction estimate for this project is approximately $56 million.

Utilities & Lighting

Will water and/or sanitary sewer service to my property be interrupted?

Temporary interruptions are anticipated when connecting new water services to replacement mains. Residents will receive at least two weeks’ advance notice, and interruptions may last several hours.

Will there be recycled water?

No. Reclaimed water is not included in the scope of the project.

Will electric service be interrupted?

Temporary interruptions may occur during construction, but the City and contractor will work to minimize downtime.

Will there be undergrounding of overhead utilities?

No. Undergrounding of overhead utilities is not included in the project scope.

Will street lighting be added and/or improved as part of this project?

Pedestrian-friendly lighting is included at part of this project.

Will my current water pressure be improved?

No. The project is not expected to impact water pressure within the project area.

Drainage, Flooding, Easements, Outfalls & Seawalls

What mitigation measures will take place to prevent flooding in the area?

Improvements include new drainage structures, raising roadway centerlines, installing Wastop inline check valves, and upgrading selected outfall pipes and structures.

Will the drainage improvements help the situation?

The improvements are expected to reduce flooding depths and durations by improving drainage conveyance and reducing tidal backflow. However, they will not eliminate all flooding issues.

How will the project affect the existing Intracoastal?

Some outfalls connected to the Intracoastal may be improved as part of the drainage improvements.

How will performance of the stormwater system change with this project?

The stormwater level of service is expected to improve through reduced flood depths and significantly faster drainage following storm events.

Driveways & Sidewalks

What will happen to my driveway that uses specialty pavers? Will my driveway be replaced?

Homeowners with permitted custom driveway materials within the City’s right-of-way may have those materials restored on a best-efforts basis. If documentation of permitting cannot be provided, the City will install standard concrete driveway aprons. Existing standard pavers may be reinstalled if owners remove and store them before construction.

Private Materials in the City’s Right-of-Way

What will happen to my personal items that are within the City's Right-of-Way and need to be moved?

Homeowners will receive 90 days’ notice to relocate personal items and obtain permits if items will be reinstalled within the right-of-way. Items not relocated before construction will not be replaced and any associated replacement costs will be the responsibility of the homeowner. Artificial turf within the right-of-way will be replaced with sod.

Traffic

Will Speed Humps/Traffic Calming be provided as part of this project?

No new traffic calming measures are included. Existing traffic calming devices will be replaced in kind and brought up to current standards.

What will be the impacts to traffic during construction?

Traffic impacts are expected during construction, but access to homes will be maintained. A maintenance-of-traffic plan will be implemented to minimize disruptions.
